A dispute between Aaron Joshua Whale and his partner "left the home and carried out into the street", a Whanganui court heard last week.
The pair were shouting at each other in Kings Avenue and the altercation inspired five 111 calls to police.
Neighbours who tried to intervene were yelled at and abused, while the woman was pushed up against a fence, and crying.
Whale pleaded guilty to one charge of disorderly behaviour in Whanganui District Court. His penalty was a fine.
"Mr Whale your behaviour on this occasion was unacceptable," Judge Philip Crayton said.
"Any member of the public has a right to be concerned and try to restore oredr without being abused."
